You can use asset()
function to access your css and javascript files in twig blocks as shown below.
You need to place css in web/assets/css/
and js in web/assets/js/
folders.
<!DOCTYPE html>

<head>
<meta charset="UTF-8" />
<title>{% block title %}Welcome!{% endblock %}</title>
{% block stylesheets %}
<link href="{{ asset('assets/css/common.css') }}" rel="stylesheet" />
{% endblock %}
<link rel="icon" type="image/x-icon" href="{{ asset('favicon.ico') }}" />
</head>
